DISTINGUISHING FEATURES OF THE WORK:
Under general supervision of the Human Resources Director, performs professional services for directors, managers, and all other employees, in a variety of human resources areas including, but not limited to personnel records, employee benefits, employee relations, training and employee development, interpreting policies and procedures, the interviewing and screening of applicants and the processing of personnel transactions.
EXAMPLES OF DUTIES:
Assists with recruitment process, including accepting applications for employment, reviewing them to ensure that basic background information is accurate and complete.
Conducts benefits enrollment for new employees.
Receives complaints from employees and supervisors and resolves problems of average difficulty, referring the more difficult problems to the Human Resources Director.
Researches a variety of personnel problems and situations and prepares findings for supervisor’s review.
Prepares routine personnel documents such as NOPA, Job Injury Reports and employee insurance maintenance changes.
Explains basic personnel policies benefits, rules and regulations to employees and supervisors.
Reconciles benefits statements.
Conducts audits of various benefits or other HR programs and recommends corrective action.
Generates and updates HR spreadsheets with employee change requests and processes paperwork.
Assists HR Director with various research projects and/or special projects.
Orients new employees on the personnel policies, benefits and procedures of the Authority.
Interprets and administers collective bargaining agreements and assists with contract negotiations.
Reviews personnel documents for accuracy, completeness and compliance with applicable personnel rules and regulations.
Assists in coordinating V.I. Port Authority Training Program.
Prepares report of personnel activities as requested.
Performs other related work as required.
MINIMUM QUALIFICATIONS REQUIREMENTS:
Education and Experience
Graduation from an accredited college with a Bachelor’s Degree in Human Resources, Business Administration, Public Administration, or related field and two years of experience in Human Resources, preferable in the public sector.
Knowledge, Abilities and Skills:
Considerable knowledge of principles and practices of personnel administration, exceptional oral and written communications skills, excellent interpersonal skills.
Excellent computer skills with demonstrated proficiency in Excel, MS Word, and Power Point.
Considerable knowledge of business English, spelling and arithmetic.
Ability to maintain complex clerical records and to prepare reports from varied statistical information.
Ability to establish and maintain harmonious working relationships with the public and with management and personnel of various agencies.
Ability to express ideas effectively in writing.
Ability to exercise considerable judgment in conducting important functions independently or with a minimum of supervision.
Skill in application and interpretation of personnel rules, regulations and procedures as required in the performance of complex clerical work.
